【摘要】:Certificateprogramsaretypicallyofferedbycommunitycollegesanduniversities,governmentagencies,employers,independentfor-profittrainingorganizations,andprofessionalandtradeassociations.Whilequalityguidelinesdoexistforcontinuingeducationandtrainingprovidersingeneral(forexample,ANSI/IACET1-2007)andforentitiesofferingpersonnelcertificationprograms(forexample,ANSI/ISO/IEC17024:2003),currently,noqualityguidelinesexistspecificallytoaidentitiesofferingcertificateprograms.Thispracticeaimstochangethatandhasbeendevelopedto:Providecertificateprogramdevelopersandcertificateissuersguidelinesforqualityprogramdevelopmentandadministration;Formthefoundationforarecognitionoraccreditationsystemorboththatenableconsumers,employers,governmentagencies,andotherswhorelyuponaskilledworkforcetodistinguishbetweenqualifiedworkersandthosewithfraudulentorless-than-qualitycredentials;Assiststakeholdersindifferentiatingbetweencertificateprogramsfrompersonnelcertification;andAssiststakeholdersindifferentiatingcertificateprogramsfromotherprogramsthatconfercertificates,includingbutnotlimitedtocertificatesofattendanceorcertificatesofparticipation.Currently,itischallengingtodistinguishacertificateearnedthroughthefocusedlearningandassessmentofferedthroughacertificateprogramfromonegrantedthroughothermeans.Thatacertificateisissuedisnotadistinguishingfactor.Thewordx201C;certificatex201D;isusedbroadlyasadocumentawardedtodesignatetheattainmentorcompletionofsomething.Anindividualmightreceiveacertificatefromaneducationortrainingproviderasverificationofattendanceatalearningevent(oftencalledacertificateofattendance)orreceiveacertificateasverificationofactiveparticipationinalearningeventx2019;slearningexperiences(oftencalledacertificateofparticipation).Thedistributionofacertificate,however,doesnotindicatethattheeducationortrainingprogramcompletedwasacertificateprogram.Inacertificateprogram,anindividualparticipatesinalearningeventorseriesofeventsdesignedtoassisthimorherinachievingspecifiedlearningoutcomeswithinadefinedscope;theindividualreceivesacertificateonlyafterverificationofsuccessfulcompletionofallprogramrequisitesincludingbutnotlimitedtoanassessmentoflearnerattainmentofintendedlearningoutcomes.Itisalsoimportanttodistinguishcertificateprogramsfromthecertificationofindividuals.Certificationisaprocessthroughwhichanongovernmentalentitygrantsatime-limitedrecognitiontoanindividualafterverifyingthatheorshehasmetestablishedcriteriaforproficiencyorcompetency,usuallythroughaneligibilityapplicationandassessment.Whilecertificationeligibilitycriteriamayspecifyacertaintypeoramountofeducationortraining,thelearningevent(s)arenottypicallyprovidedbythecertifyingbody.Instead,thecertifyingbodyverifieseducationortrainingandexperienceobtainedelsewherethroughanapplicationprocessandadministersastandardizedassessmentofcurrentproficiencyorcompetency.Incontrast,inacertificateprogramthelearningevent(s)andtheassessment(s)arebothdevelopedandadministeredbythecertificateissuer,andthereisanessentiallinkbetweenthem.Thatis,thelearningevent(s)aredesignedtohelpparticipantsachievelearningoutcomesandtheassessmentisdesignedtoevaluatethelearnersx2019;attainmentofthoseintendedlearningoutcomes.Also,certificationshaveongoingrequirementsformaintainingproficiency/c..........
